MINSTRY OF BASIC AND SENIOR SECONDARY EDUCATION (MBSSE)

 

The Ministry of Basic and Senior Secondary Education (MBSSE) was established in 2018 after the erstwhile Ministry of Education, Science and Technology was separated into the Ministry of Basic and Senior Secondary Education and the Ministry of Technical and Higher Education.

 

Vision

All learners in Sierra Leone will have equal access to quality education that enables them to participate in public life, contribute to the national and global economy.

 

Mission

To facilitate and support the cognitive, psychological and physical development of all children and to later ensure safe learning environments that are inclusive and well-resourced.

 

The Strategic objectives of the Ministry are:

  • To increase educational access and equity through radical inclusion of all learners

  • To improve quality and relevance of Education

  • Ensure comprehensive safety in schools

  • To strengthen Education Service delivery

 

In order to achieve these, MBSSE is implementing four key strategies:

  • Providing Free Quality School Education to all children in Sierra Leone

  • Developing and implementing robust policies aimed at reforms in education

  • Strengthening Education Management Information System (EMIS)

  • Working with the Teaching Service Commission to improve the quality of teachers

 

MBSSE has strong collaboration with development partners including the World Bank, FCDO, EU, Irish Aid, Plan International, Islamic Development Bank and several NGOs. The Administrative Wing of the Ministry is led by a Senior Permanent Secretary while the Chief Executive Officer serves as the technical and professional head of the Ministry, supervising the following Directorates: Partnerships and Financing; Inspectorate, School Quality Assurance, Management and Resources; Curriculum and Research; Non-Formal Education, Educational Services and Programmes, and Planning and Policy.

 

MBSSE provides oversight over the following institutions: Teaching Service Commission; West Africa Examination Council; UNESCO Branch Office in Sierra Leone; Sierra Libraries and Archives.
