MINSTRY OF EMPLOYMENT, LABOUR AND SOCIAL SECURITY (MELSS)
The Ministry of Employment Labour and Social Security (MELSS) is mandated to formulate and implement policies, laws and regulations relating to Labour Administration; Employment, Social protection and industrial relations.
The Ministry is headed by the Minister, assisted by a deputy Minister. The Permanent Secretary is the head of Administration while the Commissioner of Labour is the head of the professional wing.
The four key Directorates in the Ministry are as follows: Labour and Employment, Occupational Safety and Health, Policy, Planning and Research and Social Protection.
Policies and programmes implemented by the MLSS are geared towards:
Promoting social security and social protection

Preventing accidents and diseases at work places
Promoting occupational safety and health
Promoting employment and decent work

Promoting the dignity of employers and employees
Enhancing the collection and maintenance of vital labour statistics
Undertaking wages and labour inspection
Eliminating the worst forms of Child Labour
Promoting international labour standards
Promoting industrial peace and harmony
The Ministry also provides oversight function over a semi-autonomous agency, the National Social Security and Insurance Trust (NASSIT), which is responsible for establishing a comprehensive Social Security system.
