MINSTRY OF MINES AND MINERAL RESOURCES (MMR)
The Ministry of Mines and Mineral Resources is responsible for the management of minerals in accordance with the Mines and Minerals Development ACT of 2023. Concessions for industrial mining (Exploration, small scale and Large scale mining) is managed by the Mining Cadastre Office in Freetown, while the artisanal license is managed by the Regional Offices.
The Ministry developed policies and programmes for the systematic and economic exploration of mineral resources as well as formulate appropriate regulations for the mining industry to ensure that the nation derives maximum benefit from its mineral resources.

To create the enabling environment for sustainable exploitation of Sierra Leone’s mineral resources and contribute to the transformation and socio-economic development of the country.
Mandates
- To administer and implement the Mines and Mineral Development Act.
- To collect, store and manage geological data in Sierra Leone and conduct geological and related surveys of mineral assets.
- To formulate, implement, enforce and monitor policies, legislation, plans and programmes for the mines and mineral sector.
- To promote and regulate investment in the mines and mineral sector.
- To conduct research and promote technology and innovation in the mineral sector.
- To mobilize resources (financial and human) for the development of the sector.
- To lead negotiations on Mining Lease Agreements.
- To regulate mines and minerals exploration including issuance of mineral rights.
- To regulate the use of explosives for mining (including importation, transportation, storage and usage) as well as regulate the development of minerals including dimension stones.
- To inspect and certify mining-related machinery as well as monitor activities to ensure compliance with mining health, safety, and environmental provisions.
- To regulate the Kimberly Process for diamonds and assaying and valuation of Precious Minerals.
- To promote mineral sector contributions to mining community development and local economic development as well as ensure compliance with environmental regulations.
- To relate with International Mining and Geological Organizations and Agencies.
Organizational structure of the Ministry
The current structure of the Ministry of Mines and Mineral Resources is comprised of Political, Administrative and Professional/Technical Divisions.
a) Political: The Minister of Mines and Mineral Resources heads the political wing of the Ministry. He is assisted by the Deputy Minister of the Ministry. They provide political leadership and give policy directives in the management of the mineral sector.
b) Administration: The Permanent Secretary is the head of Administration, responsible for the day-to-day administration of the Ministry. He/she is also responsible for the coordination of stakeholder institutions in the mineral sector for effective policy formulation and implementation. He/she is supported by one Deputy Secretary, Five Administrative Officers, a Human Resource Unit, an ICT Unit, an Accounting Team, a Procurement Officer, an Information Officer, Budget Officers, Clerical Staff, and Support Staff.
c) Professional/Technical: The Policy, Research and Development Division is the Professional/Technical Division of the Ministry. It leads extractive governance policy and develop and provide technical advice to the Ministry.
