MINSTRY OF ENVIRONMENT AND CLIMATE CHANGE (MOECC)
The Ministry of Environment and Climate Change was established in November 2019 with the mandate to lead the development and supervision of the legal and policy frameworks for building national environmental resilience as it relates to climate change, and natural resource management, including forestry and wetlands conservation.
Mission
To manage the environment in a sustainable manner, by formulating and facilitating implementation of appropriate policies, legislations and programmes for the management and preservation of the environment in Sierra Leone.
Vision
To achieve a green economy status by 2030.
Specific functions of the Ministry are:
- Formulate policies, develop plans and propose legislations and amendments for environment, climate change and natural resources management.
- Implement policies, plans and enforce legislations guiding environment, climate change and natural resources sector.
- Collect data, develop and maintain database and management information systems for climate change, natural resources and environmental management.
- Monitor performance, policies, plans, programmes and projects in the environment, climate change and natural resources sector.
- Lead and supervise the development of a climate legislation and climate financing architecture including the establishment of a carbon market mechanism.
- Ensure the development of a well laid-out disaster management and governance mechanism.
- Represent government’s interest and provide oversight to the statutory agencies such as the National Protected Area Authority, the Environmental Protection Agency, the National Safety and Radiation Protection Authority, and the Sierra Leone Meteorological Agency.
- Promote and regulate investment in environmental management programmes and projects
- To oversee forestry and forest conservation and management programmes and projects including reforestation activities .
- Take the lead in domesticating Multilateral Environmental Agreements (MEAs) in collaboration with statutory Agencies and related Ministries/Department/Agencies (MDAs).
- Provide oversight role over the implementation of MEAs.
- Oversee wildlife and biodiversity conservation and management activities.
- Collaborate with the security sector and local authorities for the enforcement of environmental laws and regulations.
- Conduct research and promote technology and innovation in environmental management.
- Mobilise resources (financial and human) to implement environment, climate change and natural resources management in order to achieve sustainable development.
- Ensure compliance with environmental laws and regulations through the EPA
- Provide guidance on national environmental policy formulation
- Ensure the development and implementation of national environmental action plans
- Lead on programmatic environmental risk assessments and geo-hazard mapping and communications.
- Develop and publish the State of the Environment Report (SOE) for the country.
- Ensure compliance to ISO, RSPO, IFC and other international environmental standards.
- Ensure effective collaboration with NGOs and CSOs in implementing environment, Climate change and natural resources management programmes and projects
