MINSTRY OF HEALTH (MOH)
MANDATE
Policy formulation, resource mobilization and budgeting, strategic planning, regulation, advising other ministries on health matters, setting standards and quality assurance, capacity development and technical support, provision of nationally coordinated services such as epidemic control, coordinate and provide technical support for environmental sanitation services, coordination of health research, monitoring and evaluation of the overall sector performance and ensure access to affordable health care delivery facilities for the people of Sierra Leone.

FUNCTIONS
Development of policies and programmes on national health and sanitation to ensure accessible and affordable health care delivery facilities to the people of Sierra Leone by carrying out the following major activities:
- Management of health issues related to sanitation and environmental pollution in collaboration with relevant line Ministries/Departments/ Agencies.
- Provide Primary, Secondary and Tertiary Health Care Services
- Public Health and Hygiene Promotion
- Coordinate and Provide technical support for environmental sanitation services
- Pre-Medical, Medical and Post-Graduate Medical training, teaching hospital, health research in collaboration with relevant line Ministries/Departments/Agencies.
- Control of Addictive Substances including narcotics in collaboration with relevant Line Ministries/Departments/Agencies.
- Pathological and Forensic Science Medicine in collaboration with the Sierra Leone Police, Judiciary and other stakeholders
- Provide Port Health Services
- Establish systems for quality assurance of medical product and services
- Quarantine in collaboration with relevant line Ministries/ Department/ Agencies.
- Support the National Civil Registration Authority (NCRA) in the registration of births and deaths in collaboration with relevant Ministries /Departments/Agencies.
- Collaborate with Medical and Dental Council of Sierra Leone on Registration of Medical and Dental Practitioners.
- Collaborate with Nurses and Midwives Board of Sierra Leone on Registration of Nurses and Midwives
- Collaborate with Pharmacy Board of Sierra Leone on registration of pharmacists.
- Collaborate with other Allied Health Practitioners on creation of relevant regulatory bodies
- Reciprocal health arrangements with other countries.
- Collaborate with regional and other international organizations and institutions such as UN Agencies, donors and others.
- Implement regional and global health and sanitation initiatives and treaties.
- Initiate health legislations.
- Mobilization of resources and coordination of internal and external assistance to the health sector
- Collaboration with relevant Government Ministries and organizations on health service delivery.
- Healthcare financing in collaboration with Ministry of Finance and relevant line Ministries/Departments/Agencies and other stakeholders.
- In collaboration with Ministry of Labor and Social Security, relevant line Ministries/Departments/Agencies and other stakeholders, implement health insurance schemes.
- Medical records management including Electronic Medical Records (EMR) in collaboration with Ministry of Information and Communications, relevant line Ministries/Departments/Agencies and other stakeholders.
- Lead on Health Security and emergencies services
- Coordinate National Medical Ambulance and referral Services
- Collaborate with the private sector (PPP) to provide health service delivery
- Coordination and monitoring of health service delivery
- Provide Health care for people living with disabilities
- Work with Health Service Commission
The Minister is the head of the Ministry assisted by a Deputy Minister, the Permanent Secretary as the head of administrative and the Chief medical Officer as the professional head.
The Ministry has technical Directorates and Programmes that support the Minister to delivery comprehensive health services to the people of Sierra Leone.
