MINSTRY OF HEALTH (MOH)

Mandate

Policy formulation, resource mobilization and budgeting, strategic planning, regulation, advising other ministries on health matters, setting standards and quality assurance, capacity development and technical support, provision of nationally coordinated services such as epidemic control, coordinate and provide technical support for environmental health services, coordination of health research, monitoring and evaluation of the overall sector performance and ensure access to affordable health care delivery facilities for the people of Sierra Leone.

All people in Sierra Leone have equitable access to affordable quality healthcare services and health security without suffering undue financial hardship.

Mission

Building a resilient and responsive healthcare system to provide and regulate comprehensive healthcare services in an equitable manner through innovative technology and collaborative partnerships, while guaranteeing social and financial protections.

Functions

The functions of MOH include the development of policies and programmes on national health to ensure accessible and affordable health care delivery facilities to the people of Sierra Leone by carrying out the following major activities:

• Environmental Health Management: Addressing health issues related to environmental health and pollution in collaboration with relevant ministries, departments, and agencies.
  

• Healthcare Provision: Offering primary, secondary, and tertiary healthcare services.
  

• Climate and Health Mitigation: Implementing measures to mitigate the impact of climate on health.
  

• Public Health Preparedness and Response: Managing public health preparedness, response, and emergencies.
  

• Health System Coordination: Coordinating and providing technical support for various health-related services, including training, substance control, forensic medicine, port health services, quality assurance, quarantine, collaboration with regulatory bodies, international partnerships, health legislation, resource mobilization, healthcare financing, health insurance schemes, medical records management, health security, emergency services, and collaboration with the private sector for health service delivery.

The Minister is the head of the Ministry assisted by a Deputy Minister, whilst the Permanent Secretary serves as the head of administration and the Chief Medical Officer as the professional head. The Ministry has technical Directorates and Programmes that support the Minister to delivery comprehensive health services to the people of Sierra Leone.
