ELECTORAL COMMISSION FOR SIERRA LEONE (ECSL)
Sierra Leone always had a body responsible for the conduct of elections, the mandate and the composition of the body changed depending on the elections to be held. To address this anomaly and create an overarching body responsible for elections, the National Electoral Commission (NEC) was established in 2002 by an Act of Parliament with the mandate to prepare and conduct all public elections and referenda. Since its establishment, NEC has successfully conducted Presidential, Parliamentary and Local Council elections with funding from the Government and international partners.
Recently, the National Electoral Commission has relinquished its previous nomenclature (National Electoral Commission) to Electoral commission for Sierra Leone (ECSL) on the 14th March 2022. The change of name is hinged on the provisions of the 1991 constitution which gives such mandate to be an Electoral commission for Sierra Leone and the repeal of the NEC Act of 2002. The repeal took effect in 2012 with the passage of the Public Elections Act of 2012.
VISION STATEMENT
The vision of the Electoral Commission for Sierra Leone (ECSL) is that of an independent, credible and well-resourced institution which promotes democracy and good governance by continually administering credible elections that meet international standards and best practices.
MISSION STATEMENT
The Mission of the Electoral Commission for Sierra Leone (ECSL) is to conduct all public elections and referenda, register all eligible voters, demarcate constituency boundaries and make regulations for the efficient execution of its functions in promoting sustainable Democracy and Good Governance.
The head of ECSL is the Chief Electoral Commissioner who is also Chair of the Commission and the National Returning Officer. The Chair is assisted by five Member known as Electoral Commissioners having oversight responsibilities for regions in Sierra Leone. The members of Commission are supported by the Secretariat, headed by the Executive Secretary, and District offices nationwide. Given the sensitivities of the work of ECSL, the President appoints the Commissioners for a period of 5 (five) years in consultation with the registered political parties subject to approval by Parliament.
